@littleteapot:
1. With Skittering Skirge, you control when it dies. These bums could be dead as soon as the hit the board, and the opponent can kill them just by summoning creatures, which most decks like to do. You could say that red should be killing the other guy's creatures, but for this card to be worth it means it has to be the only creature on the board. Devoting that much into removal isn't worth it for one creature. Compare to Bloodrock Cyclops.
2. Skittering Skirge is perfect for sacrifice decks, which obviously run lots of creatures, which is why this guy is a bad choice for the same. Also, red isn't known for sacrifice mechanics.
3. A 3/2 flier is just better than a 3/3. Even at 2/3, it would still be better.
