Definitely not an efficient creature... nor is it an efficient removal ability... it seems like the sort of card you'd have to really build around to get your "mana's worth", and Psyklone's given a good example of how you might do so!
Great flavour text, of course. =) Gotta love the goblins' "engineering jargon".

I kill 3 of my own modulars (or 2 and 1 artifact of my opponents) and pump the beejeejesus out of another one.

Hey, 3/4 of the cards printed with "engineer" in the title are still Legacy playable! Or, at least, you could argue for each one. 3/4 ain't bad.
