This card has a good flavour text and not a bad picture, but overall it's simply terrible.

Note a few things:
Your opponent needs to cast spells on your turn in order to make him small before or when he attacks; this forces your opponent to use instants on your turn, even if it would benefit him to do otherwise. Usually this instead means your opponent will do what's best for themselves but take 3 damage.
Your opponent has to cast spells early in their turn to attack into him in the early game, meaning you can close off mana they need.
Using him in Winter Orb decks or similar can really strain your opponent attempting to deal with your above-the-curve beater. If you only get 1-2 mana per turn, it means this guy is very difficult to get rid of and very difficult to get around.
Cast in your second main phase, force your opponent to cast in their first main phase.
If that's not an advantage, I don't know what is.
