The answer to the beggar's question could be one of two things:
1. He's lost his childhood innocence and has responsibility for his own actions. They won't help him now that he's guilty for his condition.
2. Simply due to the kami war, they aren't helping any humans.

@TheSwarm: Your post shows a poor understanding of the setting, but, even more disturbingly, an unnerving biggotry against beggars. Why should beggars be any less sane than "normal" people? Because of their position in society and lack of success? By that "logic", shouldn't a peasant be less sane than a noble, even though the main antagonist of the block is a douchebag daimyo who led an expedition into the spirit world to steal a "part" of a god and dragged the whole world into a hopeless fight with this very same god?!?
