He casts doom blade, I cast Negate, he casts this, I let this resolve and cast my second negate targeting his doom blade. A counter that can't be countered isn't that good, although it does make it more resistant to dispel

This is a nice counter-spell for EDH, where there is a decent chance of someone else playing blue, and this card is best as a one-of.

Very simple and flavorful. Situational to be sure, but it's something that is nice to know exists. I think the art could be better, though.
I think I'd really like to see this printed in a core set with new art.

This is a good defensive counter, but in terms of countering other people's counters it's hardly the "last word". While you can counter the opponent's first counter , if they can cast others simply targeting the original spell you'll lose the counter war.
A counterspell with split second would be the last word (except for that pesky Willbender).
This card would have seen play in the counter heavy environments of the past, probably as sideboard for control mirrors. These days it could be {1}{U}{U} I think.
