The fact it's a sorcery is a bit of a bummer, but it's not as bad a card as you might think. Try it on Spark Elemental in limited and you'll see.

I've never understood spells that give Haste that costs more than 1. Why would I want to make my creature cost 3 more for Haste? If you want to make a pump spell with a useful ability, make it an ability that is useful whenever you play it (like First Strike or Trample) rather than the turn you play a creature.

+5/+0 and haste, for 3 mana? Not bad. Expensive for the haste, yes, but +5/+0 can still be worth the 3

This is epic, granted it is worse then Reckless Charge it is a good out of nowhere spell, and red has plenty of creatures to take advantage of it. Like Cosmic Larva printed in the same set.

Seems bad until Skyhunter Skirmisher destroys you in limited.

In order to make use of the haste, you'll need to also cast a creature as well as pay the 3 mana for this. That's usually a tall order. That said, an unexpected +5/+0 can be a win-condition for a lot of burn-decks mid-to-late game, if they can get the mana available.
