I've known judges who are just dead wrong sometimes, but you should always follow the Oracle wording and ignore the print on the card when playing the game.

Regenerate target creature means target upon casting.
Regenerates target creature means target upon resolution.

Pity whenever I argue these points, Judges always shut me down.
