Patron of the Moon makes this completely one-sided. So do mana rocks.
Probably tied with Armageddon as the best land destruction card in EDH that's not banned. Being Blue makes it so much better.

Great finisher for control/discard/"number of cards in hand" decks. Usually it won't matter your own lands are gone too.
Pretty much seals the deal in Iron Maiden deck as they can't get rid of their cards fast enough. Extra spicy if you play it during their combat phase while Dissipation Field is in play.

Good friends with Psychatog, Fastbond and Patron of the Moon. Don't play this turn 5 though. What makes this really nasty is that you can float mana. There are a lot of ways to play this, but if you are playing this and letting it effect you symmetrically you are doing something very wrong.
What a mistake this was to print. Oh Urza's saga.
