Why would you ever use this ability? The whole idead of unsummonong your own creatues is to stop them from dying, as it is the ability is basicallt useless. Lets not get started on the fact that its a 1/1 creature for 4 mana, without haste or flash.
Better idea:
2BB, flash 1/1
Haste, T: return (name) and target creature you control to their owner's hands.

It reads a lot better with the updated text: {T}: Return Coastal Wizard and another target creature to their owners' hands. Activate this ability only during your turn, before attackers are declared. This card is a good way of taking a nasty blocker (such as a Leviathan or a nasty Wall of Frost - or Fire) before swinging with something that wouldn't have the juice to jump said hurdle.
If Wizards was allowed to re-rule this card, I'd agree with Kurraga, except that I wouldn't give it Haste. On the other hand, if Haste and Flash were off the table, I think it shouldn't be limited to the owner's turn.
In short:
{2}{U}{U} (1/1)
{T}: Return "Coastal Wizard" and another target creature to their owners' hands. Activate this ability before attackers are declared.
This would make CW a great means of removing a monstrous attacker and defender from play in the nick of time.

Unfortunately, the timing limitations here ruin this card. Time Elemental and Temporal Adapt are both vastly better.
