Certainly not the most exciting creature in the world, and nothing remarkable for its cost, either. As Duskdale points out, it's a card that has been done before, and has been redone since.
What I do like about it, though, is the flavour behind the creature. M:TG doesn't have "ghost" as a creature type any more, but this creature reminds me of some of the black creatures I used to find creepiest: Lost Soul and Bog Wraith. Black magic has called up the spirits of some hapless people and pressed them to service. We know almost nothing about them - they're hidden in robes - and only creepy little rhymes attest to their danger.
The same is true for Moaning Spirit - she looks just a little off, and there's no way to know in what way she's dangerous until it's probably too late! ... (see all)
