I would like to combo this with Helvault, Brand, and giving my opponents my creatures so I can exile them on the cheap. Maybe in Kaalia EDH?

Subtract 3 mana, make this instant speed, and you've got Reins of Power...and a much better card.

More expensive than Reins of Power and not as good as Insurrection, which only costs 1 more mana. This card is the worst of two worlds unless you're playing creatureless control :/
