Not a half bad card at all. For one mana, it's easy to dish out multiples and it wouldn't crowd up a weenie deck. Although, to see a high level of effectiveness, it would have to be paired with something like Windborn Muse or Chancellor of the Annex.

This control card is not bad, because when playing a control deck you usually have some cards in your hand, and its casting cost makes it very flexible: you can play it also splashing white.

Honestly, there's a lot of times when I wish I could play a Pacifism on turn 1(Champion of the Parish, Reckless Waif, Diregraf Ghoul, etc.). Furthermore, there are a lot of control decks out there that can play stuff and win while keeping a massive hand ready.

Weretarrasque, there are ways to punish the player who controls the Cowed creature for tapping their lands as well. Try Manabarbs. In a {R}{W} aggro deck, every point of life counts for the opponent, and playing this down can work in that strategy when facing other aggro decks, for example. I'm actually considering running that scenario for my brother, as his metagame is usually clogged with creature decks. Seems like a good combo to use, and because it only costs {W}, losing it to a destroy spell will result in less mana lost in spending. Plus, in order to get rid of it, the opponent will likely need lands for mana (in my brother's situation this is true), and thus Manabarbs comes in hand yet again.
It's fairly narrow, but it has places where it can be strictly better than many other "enchanted creature can't attack or block". It gets 4 stars from me for still allowing amazing control/combo material.

A cheap Pacifism that goes well with the "wisdom" theme of Saviors. Even outside that, it isn't that bad.

Uh, yeah it is. The only way this card is only useful if you have a bunch of cards in your hand, which means you aren't playing spells, which means you aren't winning.
And honestly 1 mana less is barely noticeable. When was the last time you wanted to play pacifism on turn 1? This card is just a tremendously unreliable version of pacifism.
