There is much more efficient and useful spot removal out there. Not terrible, but I can't think of any real reason to use this.

Perhaps if there were a secondary cost.
Kamigawa would've been better off with a variety of ways to cheat out mana costs or something like Forecast to make sure you do something while you maintain a large hand.
A card like this requires a counter intuitive play style and is too expensive for what it provides. Perhaps if applied counters to all creatures or let you divide them amongst your creatures and enemy creatures for a turn although that'd make this card much more powerful in a lot more scenarios.

The cost is high for two reasons: a) It's Kamigawa, where they raised the costs of just about everything in reaction to Mirrodin, and b) It's balanced for Limited, where you might draft a bunch of cards with a keep-cards-in-your-hand theme.
