@Kryptnyt - It's the only target, so yes. If any of the spell's targets are illegal when it goes to resolve, the entire spell is countered and none of its effects happen. Splice basically adds on the effect of the card onto the card being cast. So you are paying {1}{U}{R} to Draw a card and deal 2 damage to a creature or player.
But if you Splice Glacial Ray, Consuming Vortex, Blessed Breath, Goryo's Vengeance, and Kodama's Might onto Reach Through Mists, as long as the spell has at least one remaining legal target, it resolves and does as much as it can.
