If you splice Glacial Ray onto this and the targeted creature becomes an illegal target, will this whole spell be countered? Splice is such an interesting mechanic.

Consider Reach Through Mists as a 'cantrip' fodder for other splice-onto spells, allowing other arcane spells to draw a card.
Sapphire Medallion reduces the cost faster than Long-Forgotten Gohei, assuming that your deck is focusing on getting The Unspeakable as quickly as possible.

Good for decks with stuff that triggers on arcane spells, or which like to splice stuff on arcane spells. Mediocre to bad for other decks.

Quite useful in an arcane deck. First turn you can simply draw, if needed. A little later you can splice Glacial Ray for a quasi-Electrolyze and you keep the Ray in your hand for a later use!
I loved to cast a Reach, spliced with Glacial Ray, and replicate with Djinn Illuminatus: for each additional 2 damages and a card isn't a bad deal at all!

If you can't make use of the actual casting of the spell, it's entirely useless. Otherwise...you can find something better. Not much use for anything.
