No. Phage's ability is triggered. You'd need something like stifle.

Also very similar to Interdict, but since this can target Planeswalkers now as well it became a bit more useful.

Can't you use this to counter Phage's ability that makes its controller lose if it entered play from anywhere other than their hand?

The biggest reason this card doesn't see play in modern like Stifle does in Legacy is because this doesn't counter triggered abilities as well as activated abilities.
