This guy is fine. He's a splashable 3/3 for 3 outside of Green, with a very mild drawback. 2.5

I remember seeing this guy and wondering if there was some sort of trick, so I looked again.

Nope, still a vanilla creature with no useful subtypes and a nonsensical drawback.
