I'm inventing a format where this card and other Dimir cards will really shine. It's called "My Friends Have Terrible Cards." In this format, you can count on your play group to use a hodge-podge assortment of booster packs and hand-me-downs. You have the luxury to play under-powered milling cards that are kinda gimmicky and silly. And because the overall power level of the format is so low, you still win a consistent number of games (40% or so).
If this format sounds fun to you, we're playing on Thursday. Remember, no cohesive decks. You can bring your rogue deck, but it mush include a full playset of Amphin Cutthroat and Krovikan Scoundrel.

Perplex is easily better at discard, and countering is often better than drawing.
Still, this card is much better than either Divination or Mind Rot, because it's basically a Split card.

I honestly would have thought this would be at least an uncommon, much much better than Pilfered Plans most of the time.
