Light of Sanction can prevent your creatures from taking combat damage dealt by your own creatures and redirected with Harm's Way, while Mark of Asylum cannot.
So, that's something, as insignificant as it may be.

Things like Earthquake become twice as powerful with this card. They no longer hurt your own creatures. Every blanket damage spell is now one-sided. I could see running it in a deck with tons of Pyroclasms, Tremors, Volcanic Fallouts, and Earthquakes.
