I really can't see a downside with this card; either you pay 3 and tutor for the engine in your deck (Forced Fruition, Mass Polymorph, Guile, Consecrated Sphinx, Hive Mind... and that's mono blue), or late game your (insert giant creature here) smashes the opponent's face unopposed.

I play this in my Modern Hive Mind deck for weeks now. Only now just thought to look at what the card actually does! Gotta love transmute!!

Put it in Edric, Spymaster of Trest EDH decks. It will always be useful. You can search out Argentum Armor, Fable of Wolf and Owl, etc, or just play it and draw an extra card/ deal extra damage each turn.

People always ask me why this card is in my Thraximundar EDH deck.
There are a few reasosn, Rooftop Storm being the chief of them. Oh look, my relatively useless, overcosted creature suddenly turned into a spell ensuring my general keeps coming back.
An EDH deck can never have enough tutoring.

Excellent synergy with Titans: Either tutors one or unblockables it so it can trigger safely regardless of your opponent's board.
