A 1/1 red creature for R with an ability that sometimes comes into play isn't all that bad, though this critter's ability is rather narrow.

Wizards revisited this ability several times in the early days: Whippoorwill, Orcish Healer, Bone Shaman, Furnace Brood.

An interesting ability, although regen isn't exactly widespread, so this card falls into the non-usable utility creature, since there are much better red 1-drops...
