I figure I'll join the fray of punctuation snobs and say that both Kirbster and Arglypuff are correct. Kirbster prefers the British style, while Arglypuff prefers the American style. And... nobody cares.

I care! Also, both are incorrect, because I can't understand why either party is using quotation marks in the first place. Typically, when making a correction or edit on the internet, it would look like this.
Who is controlling who*m*?
The answer of who is controlling whom being, of course, unanswered. But the most clever among us will understand that we are all trolling all*m*.
