Yes, you can indeed use a planeswalker's ability, then flicker it and use its ability again that same turn. Once it leaves play, it stops being the same 'casting' of the card, same as if it had gone to the graveyard or been permanently exiled somehow. It triggers leaves play and comes into play effects- so its loyalty counters will reset too.

Now if you found a way to phase it out...

This effect doesn't always remove counters, it just resets a permanent to the state it would have been in if it was just put into play. So this card can only really help vivid lands, as when they come back they get all their counters back. It also situationally both helps and hurts planeswalkers. I think the best thing to do to a planeswalker with this would be to use a powerful minus ability, use this on the walker to refresh its loyalty counters and then use another walker ability as it will be a fresh version of the walker. You could also do what you may have been sugesting and use this on an opponents walker who is about to go ultimate, resetting them to fresh.

But you are right, this does wreck Protean Hydra, since zero mana was spent on x for the new version it will come into play with zero counters and die as a state based action when it is 0/0.

this sucks because it's a sorcery. it's actually a lot different from momentary blink, but blink is still a lot better.

You can't use this on the Marit Lage token, Flicker says nontoken permanent in it's rules text.

Underrated utility card.
Other than saving your own creatures from death; you can use it to harm creatures that depend on +1/+1 counters like Protean Hydra. Any permanent that depends on counters to use, like Planeswalkers or Vivid lands, are rendered useless. You can disenchant Auras on opposing creatures. You can unequip opposing creatures. You can really mess with opposing cards that require sacrifices when they are brought into play, like Orzhov Basilica or other Ravnica lands.

Better than Momentary Blink, as you can bounce any nontoken permanent, and an opponent's at that. So you can bounce a reanimated fatty, or a quest/planeswalker, bounceland, etc. Though if you're building a UW deck around comes-into-play critters, Blink may be preferable.
