It fits the old flavour of the villainy between red and blue. Like many other old blue cards this one costs a hell of a lot of mana as well.

Flavor, playability and color pie aside for a moment, what's up with the Rulings here?

"10/4/2004 - Can be used with X equal to zero. This is useful if no Mountains are on the battlefield. "

Great idea! This makes sense since my spell won't fizzle if i don't have to choose any targets then.
Next time there are no Mountains in play and i have three blue mana open with this spell in hand, i will overwhelm my opponent with a devasting eruption!

I always thought this let you sacrifice mountains. Destroy is so much cooler. Although the flavor is way off...
