There are no bad cards, only cards with very weak interactions. that being said if i picked this 12-14 out of a pack in draft, I would be very pleased. 7 life four four mana at the end of an opponent's turn is nothing to scoff at, that is almost 40 percent of starting life total, that being said this will be one of the cards that gets passed around the table and no one wants to pick (barring an overzealous Timmy lured by the number 7) however this is a reasonable card in limited, no glitter or fire works but this is a good blue collar card

This is inferior to White Sun's Passage, which, at the time of this writing, is still in standard. Might be useful in limited or draft, though.

Perhaps the designers were weary of printing powerful life gain cards because Chalice of Life is in the same block.

Just to review:

For the same CMC Congregate will give you more life (potentially a lot more), if there are 4 or more creatures on the battlefield.

For 2 mana Heroes' Reunion will give you the same amount of life, if you have green.

For 2 mana Rest for the Weary will give you 1 more life, if you dropped a land that turn.

For 3 mana Renewed Faith will give you just 1 less life, with the option of getting 2 life and a card draw for 2 mana instead.

For 2 mana Whitesun's Passage and Soothing Balm will give you just 2 less life.

The reprint makes sense, but this is one of the least efficient lifegain spells in the game. Garbage in any format, and trumped by Heroes' Reunion in eternal formats and EDH (if you for some reason need a lifegain spell in that format).
