Compared to Severed Legion, this is ridiculous. Powerful in casual mono-black zombie builds.

As was mentioned, this is very much a black Spectral Rider; however, the difference is that, at least in the current meta, I think black will be seeing a lot more play than white. If that is the case--which I think is why many people aren't too excited for this card--Highborn Ghoul's situational unblockability may be less relevant than ever.

With all the Zombie Lords in Innistrad right now he's not that bad. He can easily become 3/2 or 4/3 unblockable quick.

Seriously, if you look at all the two-drop zombies in the game, almost ALL of them are terrible.

A Black Spectral Rider. Yet just slightly worse. Limited fodder, and most likely will never be anything more.
