It had synergy with Chimeric Idol, Risings Waters, Foil and Thwart in Masques-Invasion T2.
There was also Wash Out, the one sided Nevinyrral's Disk!

Bad luck that this card is blue, the color of instants. As a green or even better a red creature this thing would have been... okay not great but more useable.

It's nos Serendib Efreet of course, but I remember that a player made Top8 in a very high level tournament (such as 2000 World Champ or something like that) and played 4 of these...

I still can't think of a good combo for this card. I readthe card, and I was like "this probably sucks, but I bet some genius posted an absurd combo". Other than donating it, what else is there?

This card is absolutely disgusting.
Donating isn't even worth it, just donate something like Cephalid Vandal or Aristocrat then prolif the former or poke the latter to mill your opponent in the lamest and most convulated way possible.
There's also Puca's Mischief for the people who want the constant trading effect while remaining mono blue.
Also; Maybe a UG deck? Use Upwelling so your mana makes it to the enemies turn although, it also "helps" your enemy at the same time since the mana continues to stack.
