You never want to block this, and you never want to let it through. At least it's not a 4/4, so trades with things like Hellrider and Boros Reckoner. If it ever deals combat damage, it's insane.

Ummm, if you block, the blocking creature(s) is mostly going to die. If you don't block, you will take 4 damage, -1 hand advantage, and give your opponent one delayed-attacker/blocker. Then you felt like you should have blocked and kill your Liliana's Reaver. Basically, this card will guarantee small amount of advantage over your opponent. Great design as a non-broken Grave Titan.
