Agreed, this could have used a cheaper cost. This would be such an incredibly interesting card for 4Red.
Yet it at least only uses a single red mana, therefore it could maybe even find some use in control decks.
The switching could in some rare cases also be useful if you want to Donate the creatures to your opponent anyways.

This could be hilarious in a deck full of ball lightnings and spark elementals. "You can take my Raging Goblin! I'll be attacking with your Baneslayers and Eldrazi."

Wizards should explore different design space with red; something more than just rehashing blue creature-theft spells. Temporary creature theft is fine in red, but the cards featuring it would be more appealing if they weren't simply watered-down versions of existing blue cards.
