Extremely useful in any Spirit deck. Kamigawa anything tends to be overcosted, and this can help! A 1/2 for 2 isn't too bad either, and it's ability has nothing to do with it being tapped. Very solid.

I have a fun RG spirit deck based around this + Glitterfang. Toss in other things like Kodama of the South Tree, Birds of Paradise, and your choice of expensive flashy things My preference being Maga, Traitor to Mortals or Storm Herd. Have a few scary things around like Moss Kami to draw their removal, and then they get nailed for a ton with all the ki counters you've built up.
Not competitive in the slightest, but It always gave my friend's casuals decks fits.

I like to combo this with Haru-Onna and a bunch of one-cost spirits and arcanes. Then I use the very last bit of mana I have for a surprise Grapeshot. Eleven cards played this turn? POW! if I have a second Grapeshot, forget it. They're done.
