This is great for so many reasons. Stops rez.dec atleast for a little while, gives you back all your precious spells, makes the 'gorph crap again, throws Anger and the likes effect out, stops people from Delve, Threshold ... lets see, what else. Oh ya, it's an instant that doesn't target, which means it's going to happen. If you just happen to be playing against something like a mill or a hand control deck, this lets you combat that with ease. Oh ya, and it's insanely splashable, as it's only 3U, which can prove to be very good with both white and red.

Not exactly. Reminisce doesn't stop your opponents from abusing their graveyards. Sure, this is no Relic of Progenitus for taking care of the graveyard threat, but this delays the graveyard play while also giving you access to a ton of cards you might not have had if you weren't running recursion yourself. As with a lot of cards, this only gets better as you design your deck to fit with it. The more recursion your opponents have, the more dead cards they have for a while just because you cast this. While you're drawing a ton of cards off of, say, Consecrated Sphinx and not decking yourself because you cast this.

I find a couple of them quite useful in a pinch with my RedBlue NIv-Mizzet cycling deck with Merfolk Looter and Spellbound Dragon, etc. Particularly against my mill-happy friend.
Too bad it isn't "target player," though...

If you exile the enemy creatures while they only kill your creatures, this works great.

I find it quite handy in my Izzet deck which has very few creatures and lots of draw to restock.
"oh crap I'am going to mill myself to death .... wait no I lie"

My other use is against my oppenets reanimator decks, nothing ***es golgari off like an empty grave.

I like it because it's an instant. Using the previous examples, niv-mizzet+curiosity=draw you library and deal 1 damage for each card there. So what you need to do is have an instant that can increase the size of your library, causing you to be able to deal more than 30 or 40 damage to them, so this guy's pretty good. It's not amazing for it's ability, but it helps you keep going for certain decks.
