What you're supposed to do is morph it, then attack and unmorph after the declare attackers step. It still is a bad card, but in limited, it acts as a decent finisher

Islandhome (and landhome in general; yes, there were others) was a terrible idea — nothing but a drawback on cards that would have been no better than mediocre without it. This card, of course, would be incredibly happy to be called mediocre. A 7Blue 6/6 is already quite abysmal, and adding islandhome turns it into a nigh-unplayable wreck of a card. Even the morph mechanic doesn't save it. You hear of many cards that combo with other things. Well, this combos with losing. 0.5/5.

At worst, it's a Grey Ogre.

This is actually a two for one in Time Spiral references. It references Sea Serpent and Slipstream Eel, it has each of their disadvantages!

One interesting note: Even if your opponent has no islands, if this guy is facedown, you can attack with him and then flip him, and he'll remain an attacking creature -- the check to see if someone is allowed to attack only happens when attackers are declared; they don't later stop attacking if things change.

Of course, you won't be able to attack after that. And he still sucks; he'd suck even without islandhome. Seriously, why did they always treat Islandhome like it was an advantage?

This card is rated a full 2 stars below Horrible Hordes. Is Rampage really that good?

Yes, it's an 8-mana Sea Serpent when played face-up, but it has morph. Most of the time, it's a Gray Ogre with the bonus of potentially being something like Brine Elementa, for all your opponent knows. Given that many limited decks play multiple colors, there's actually a pretty good chance that you'll be able to flip it and start bashing. At the very least, it can be a surprise 6/6 wall, which is actually not all that bad. Plus it's splashable.

Literally every Gray Ogre variant is rated higher than this. No, it's not going to see play in Constructed, it's made for Limited, but it's not nearly as bad as you people think.

Also, what HairlessThoctar said. Morph lets you bypass the no-attack limitation.
