This Bauble, along with other Baubles, allow you to draw cards for cheap, which was vital in many decks that requires you to skip draws, such as Necropotence. The reason being that, in critical moment when you need a card but cannot afford the alternative payment, you got to draw with a Bauble.

Draw a card for cmc 0 would be nice enough. Looking at the top card of a library sweetens the deal. Which begs the question, what is the deal with this card? You really have nothing to lose by playing it.

True, draw a card for 0 cmc, but you have to wait a turn to draw. That is wasted potential. Still, it has it's uses.
