@ themonkey74: your general should really be sliver overlord. It lets you tutor for this, the queen, gemhide, crystalline, or a chameleon colossus. Either way, expect to have your general die. lots.

Yes, Coat of Arms is cheaper, but do you get a 7/7 Sliver with it? Not to mention the buff is generally only for your creatures, with the exception of the mirror match. This card has won many a game for me. It is a must for aggro slivers!

That flavor text should really have been on the card Chrysalis (which sac's and lets you pull Queen of Blades out of your library).
This card should have something like "My name is Legion, for we are many."

Let's be serious- slivers have never been a serious tribal, so this is seeing casual play at best.
That said- this is a sweet card for what it is. It's going to be a PITA to get out, with its one of each mana cost thing, but you ought to have some other slivers out there to make it worthwhile. If not, by the time this guy comes out, you've already lost, so that's that. He breaks stalemates and that's got to be worth something.
