Come on, guys... 'penalty'?
How about Threshold? How about Madness? How about many of the cards from the Odyssey block? How about playing cards from your graveyard?

Maybe you could hand it off with Puca's Mischief...?
But the real idea of this card in a a Goblin deck is to discard a Goblin card. In Morningtide and Lorwynn, Goblins run a lot of reanimation and sacrificing.

This guy can help necromancers get rid of expensive cards that are useless in their hand and need to be in the graveyard.
