i use it too copy my spells too so i can draw twiss the lands i control(flow of ideas), untap 2 creatures and draw 2 cards(cerulea wisps), return 2 creatures(unsummon),,,

It's pretty good. Seems more like it should be at uncommon rarity, personally. I look at the perennially awesome Izzet Guildmage for comparison. I'm definitely a fan of Wizard subtype effects, I would like to see more of them.

With 2BlueBlueBlue and another merfolk, you can cast this then have a reusable counterspell ready to roll on opponents turn.
