This splits up the damage for free whereas fireball must pay 
for each additional target. I think they thought it would be more powerful than it was, and then they made Pyroclasm which in my opinion is very powerful.
On a side note, my friend and I were playing old school decks the other day where we only played cards from Ice Age or before and I included this in my deck.
It killed all his thallids, a Zuran Spellcaster, and one other creature and won the game for me.
It is nice to win on on an oddball card every once in a while. I imagine there was a dwarf somewhere cheering.

Even the art implies that this card sucks because THE CATAPULT IS FACING THE WRONG WAY!
