I've never been able to see it in its true potential, but I can see this card being buttock-twistingly cruel in mono-black EDH.

In mono-black this is nearly a Mind Twist and Mind Twist is banned in Legacy. Although it's weaker in multi-colored decks, I'm surprised this was printed.
