Wonderfully pointless - and look how many lines of text they took up to do it.

This card basically says: "Take 3 damage when it comes into play. If this bum survives until your next upkeep, you can get that life back... if it lives longer, you might get 1 life per turn if this crud card survives until your next upkeep." Against any deck with creature kill, this thing is often a Bolt to your own face, and even if it does live, it's not worth it. The sacrifice only during your upkeep part is really what kills this card, IMHO.

Of all the cards for Drew Tucker to do art on, why did they choose this one?!? I'm not the biggest fan of Mr. Tucker, but I can see where his art would work... a friggin' bureaucrat probably isn't near the top of my list.
