If my Elf ramp deck splashed blue, I'd run a play set of this instead of a play set of Collective Unconscious.

There are a couple of times when you won't use this - Mass Appeal and Airborne Aid spring to mind. Ribbons of the Reikai less so unless you really need that Arcane trigger.

Stupidly good though. Consider splashing it in any tribal deck that can have blue.
