This should be named Teferi, Prodigal Prodigy 'coz that's what's he's called in the book Time Streams in which he was only 14 years old. Or maybe Teferi, Disruptive Student (Creature - Legendary Wizard). If that's the case, it should be a rare. Oh well, that great Urza's Saga block... So many great & broken cards...

This artwork depicts Teferi's snickering perfectly. Also a good card for control decks, even if you only make your opponent think you may tap him to make him pay an extra {1} for his spell...you are disrupting their game plan.

Well, we also got Blind Seer, who is technically Urza in disguise. Whether or not you want to call this Teferi is up to you. I personally think its a fun card either way.
