You really don't have to build around it. Any red artifact-heavy deck can utilize it in a good way.
That said, in a deck with Baubles, slag fiend, and galvanic blast; you have huge red burns for cheap while blowing through your deck to find more burn/creatures, but those power your burn! Shrapnel Blast in the same deck could work, artillerize, megatog, wellsprings, etc..
It's a fun, if unconventional, burn deck. Easy to pilot, hits for huge amounts of life at a time. I guarantee that if you galvanic blast T1 as your opener from baubles, then T2 shrapnel blast for 5 more; you're almost half done! The burn also fuels your card draw (via well springs) and you can have a low land count to begin with.
All those artifacts aren't vulnerable to artifact hate either; plus gives a lot of information on your opponent's draws
