Abuse Venser, the Sojourner's +2 to temporarily lift thegraveyard restriction while you stock it. Also lifts the spell count limit. However, nothing stops this card from being absolute rubbish in storm decks.

Strictly for late-game, preferably when your opponent is in topdeck mode.

Teferi, Mage of Zhalfir or Leyline of Anticipation.
IF this were to ever see play (a big "if). I see this as a later-game bomb once you used all your draw, counters, and threats to answer your opponent's spells or draw out their counters/removals. By that time, both of you should be in somewhat top-deck mode, and you can 1-for-1 their threats while gaining the upper hand (instant threats really help, too).

This plus Arcane Laboratory (players may play only one spell per turn) and undermine must have been pretty busted
