Rebels in white show the aspects of morality and ethics of white. They embody the desire of white to correct the morally wrong concepts of oppression (this actually shows, that white in general, is controversial imho) The concept of white, to support the weak seems to play a role too.

But i agree that red's desire for freedom would have been a better choice. Maybe they should have just made them Red or White

Newer cards like Jor Kadeen, the Prevailer also show that the theme of rebel is Red

and

(as well as the whole SoM block did - Red or White

being the least phyrexian colors)

The oppressing side of red shown in this card is just another form of the concept of the bully which is quite a broad concept among red creatures.

But i agree that both this card and rebels could have switched colors.

Turn 1: Brutal Suppression.
Turn 2: Unnatural Selection.
Turn 3+: all opponent's activated abilities are useless.

This doesn't work as well as you think. If you target their creature with Unnatural Selection after they activate the ability, then it does nothing. If you target their creature before they activate the ability, then they can just activate it in response so you've still done nothing. All this really does is allows you to control when they activate the ability, not what it's actually going to cost. Artificial Evolution on the other hand could actually accomplish what you want, but only for one of your opponent's creature types at a time.
