I really like this one as it is a cheap, colorless way to give creatures haste, which can make a lot of difference. Similar to the other rings, the p/t boost is a nice addition if you are already running the card, but should by no means be a reason to run it on its own. Probably the best or second best of the cycle.

Fervor puts this card to shame, but hey, comparing an uncommon to a rare usually ends up unfavorable.

Almost strictly worse than Swiftfoot Boots (I'd rather have the hexproof than a chance of adding +1/+1 counters), but repeatable haste is highly usable.

Pay one each turn for hasty creatures and delayed +1/+1? Not bad at all. Goes well with Falkenrath Exterminator, Slumbering Dragon, and pretty much anything, red or otherwise. Gets 5/5 from me being a R player.

Neat with the haste but i feel that the counter adding ability doesnt work with it. Since you want to pass it around.

I think it would've made more sense for this ring to give first strike instead of haste. That way you wouldn't want to pass this around.

I had two of these on my Slumbering Dragon at pre-release. I didn't make many friends that day . . .

If you're willing to lose the second power, you can move it each round to effectively give every creature you play haste. This could be evil in a {W}{G} fatties deck (Duskdale Wurm with haste?) or on a Crusader of Odric if your field is already full of tokens etc.

Falkenrath Exterminator could use this.
...stuffy doll at least.
More Red/white synergy in Gatecrash: can't wait!

While Child of Alara can make a good Cpt. Planet, I will be making a LOTR deck with the rings.
