Only makes sense if you mill yourself. Playing it on opponents lands is stupid. :| And even if you mill yourself, I'd probably play a creature instead, that mills me. That can at least attack and deal some damage.

there isn't enough mill in this set to make a dedicated mill deck. Not in Sealed, constructed, or even draft. and this is so conditional it's pathetic. In the Self mill-vein, why would I start to run blue for my golgari deck when I can get better white or red cards from the rakdos or the selesynya?

The errata states "Chronic Flooding becoming attached to a tapped land won’t cause its ability to immediately trigger. That land must go from untapped to tapped."

But what if you manage to tap it while it's already tapped? Shouldn't the card text have been "whenever enchanted untapped land becomes tapped"?

If I attach this to an island, then tap that island without using the mana to cast a spell, does the mill effect still occur?
