Compare and contrast Restoration Angel. For four mana you can get a cheaper creature with a very useful ability and it is even part of a better tribe. All you need to do is spend more money or have some lucky pulls. This sort of thing is really bad for the game and turns it into a pay to win model.
Interestingly, this card is not bad even in its current state. This can still ambush quite well and a 3/4 in the skies is a respectable threat. At six mana this card is just fine. You get 3/3's with flying and another ability all the time at five.

Lorendorky, you have a point. I haven't seen a good Drake since... well,
I mean, there's Peregrine Drake, and then there's Gilded Drake. Do note, there are in Urza's Saga, the set where it had lots of cards that become more powerful as more cards are printed (e.g. Tolarian Academy wasn't as powerful when it was printed, because cards like the Artifact Lands and the non-power 9 moxen haven't been printed yet).

However, I can't agree with your "unplayable in limited" statement. Flying creatures are a huge problem in this set's limited environment, and giving a flying creature flash is exceptionally dangerous, especially in one of Azorius' colours.
There are 16 common and uncommon instant's that you could pull in White or Blue. One of the easiest and most necessary when drafting Azorius are Cancel, Synopate, Azorius Charm, Inspiration, autocar... (see all)
