Doesn't the way the card is worded make it significantly better than fog+populate most of the time

Instead of no combat damage being dealt, combat damage is only dealt to creatures.
Which means that when an opponent is swinging for lethal you can block favorably i.e. gain some card advantage by eating their smaller creatures, and let anything you can't or don't want to deal with go through.

I have been out of the magic scene for quite a while (other than buying cards over the years because of nostalgia). I recently purchased Selesnya Surge deck and I am attempting to modify it a bit(still have a few of my older cards). Would this go well with Isochron Scepter ? I don't have a lot of expendable cash, so I am doing what I can with it.

In limited I've stopped seeing these as effects with Populate tagged onto them.
I'm seeing them as Populate cards with effects tagged onto them.
Nothing is more reassuring than having one of these, a Rootborn Defenses, Eyes in the Skies, and/or Trostani's Judgment in your hand while you have even just a 3/3 Centaur out.
The instant speed increases the value greatly for these cards.

Pros like me will make use Fog quite a lot but this not only fogs but it populates for only one extra colorless mana. That is quite the value.

I feel this is one of the more reasonably costed populate cards. It's a fog that costs 1 more but you have the potential of putting a token out. Very nice.

Fog is one of those cards that has a low mana cost, but won't be played in the early game;it'll be saved to hose an alpha strke. So paying the extra mana for basically the same effect and populate is quite worth it.
