Seems like it needs a very particular deck.

It could be effectively used to discard basic lands if say you are running all 5 colors and you don't have the color you need.

Useful when you realize that you have too many high cost creatures in your deck. But that's your own damn fault.

Really, there's very little reason *not* to discard your basic lands to this card, especially if you're looking to hit threshold or otherwise take advantage of land in your graveyard. You get them back right away, after all.
But even without any other reason to do it, thinning your deck for the mid to late game when you want to draw spells, not land, is good. Not good enough to run it if you aren't already, but a good enough reason to cast it if you are.
