Wizards should make a "Greater Cognivore" for the next Core set. Everything would be the same, except it costs XUU, whereas X is the amount of instants in all graveyards. That way you cast Cognivore early on and then watch as he grows stronger and as your opponent becomes hesitant to cast instants. Or, if you're playing Red, wait for a bit and then cast it mid-game once it's out of Flame Slash and Burst Lightning range, and watch your opponent squirm as they come face to face with something that they may very well be unprepared to deal with.

There is so much interestingness lurking in Cognivore that it'd be a shame to let it die with a silly overcosting mistake. Wizards need to redo this card, but redo it right. If they do, I think they have a card that may very well be a strong Standard-shaper on their hands.
